要 要 随着党的十九大召开，乡村振兴战略被正式提出。对于新时代农业农村工作来说，乡村振兴战略不仅是其核心任务，而且是“三农”问题的处理关键所在，更是农业农村现代化的着力点。以新时代为大背景，推进“三农”工作，必须积极践行乡风文明、生活富裕、产业兴旺、治理有效、生态宜居的总要求，为乡村振兴战略的实施保驾护航。在乡村振兴中，乡风文明是其建设的基石，在思想文化上渗透乡村文化，紧扣乡风文明开展工作，也就迈出了乡村振兴成功的第一步。
本文采用实地调查法和文献研究法通过对四川省宣汉县白马镇各个村落进行实地调查，调研可知如今村落的乡风文明工作做的基本完善，仅有个别村落的乡风文明建设存在问题。对于村落存在的问题进行原因分析，并在国家乡村振兴战略下为白马镇存在乡风文明建设问题的村落提出了相关对策和优化路径。同时借助其他学者的研究成果，为本文提供理论基础。在研究时，本文把论文框架分为四个模块：绪论是第一模块，其涉及到本文的研究意义、研究方法、研究背景、国内外研究现状等内容。第二部分为乡村振兴战略下白马镇乡风文明建设现状分析，主要包含核心概念的阐述、白马镇概况、白马镇乡风文明建设的实践和成效以及白马镇在乡风文明建设过程中存在的不足之处。第三部分为白马镇乡风文明建设存在的问题和原因分析，此部分重点是对白马镇乡风文明建设存在存在的问题进行细致研究，并对其进行原因分析。第四部分为白马镇乡风文明建设的提升路径，从白马镇发展物质经济建设、增强文化自信、开展移风易俗、借助榜样教育、完善考评制度五个方面提出加强白马镇乡风文明建设的路径。

IV Abstract Implementing the strategy of rural revitalization is a major policy decision and deployment made by the Nineteenth National Congress of the Communist Party of China, the general program and central task of agricultural and rural work in the new era, and also the fundamental place for resolving the "three rural" problems and actively promoting agricultural and rural modernization. In the new era, the work of "three rural areas" should promote the concrete implementation of the strategy of rural revitalization in accordance with the general requirements of industrial prosperity, ecological livability, civilized rural style, effective governance, and affluent life. Among them, the civilization of rural style is the guarantee for the revitalization of the countryside, and persisting in guiding the continuous advancement of rural culture from the ideological and cultural point of view, and grasping the building of the civilization of rural style, is also grasping the key to the revitalization of the countryside. In this paper, the field investigation method and literature research method are used to conduct field investigations of various villages in Baima Town, Xuanhan County, Sichuan Province, and it is found that the current rural style civilization of most villages is in good condition, but there are still problems in the construction of rural style civilization in a small number of villages. The causes of the problems existing in the villages are analyzed, and the relevant countermeasures and optimization paths are proposed for the villages in Baima Town that have the problem of building a rural style civilization under the national rural revitalization strategy. At the same time, with the help of the research results of other scholars, it provides a theoretical basis for this paper. 乡村振兴战略下乡风文明建设问题研究——以四川省达州市宣汉县白马镇为例 绪论 随着党的十九大召开，农村的乡风文明建设被正式提出。它不仅决定了田园乡村文化复兴的成败，而且是小康社会建设必须达成的一步。最近几年，社会主义新农村建设工作有条不紊进行，乡风文明问题成为了社会各界的聚焦点所在。乡风文明的建设，构建优良的乡村社会环境在于要切实培育农民的思想精神品质以及合理有效的乡规民约，基于此培植农村文明良好生活方式和风俗习惯。应对文明村风民俗加大培植力度，消除不良乡风，竭力生成良好乡貌，把乡风文明平均水平提升起来，早日落实全面建成小康社会和乡村传承发展的目标。不仅如此，在各项文明乡风培植工作中，前路艰险，还需面临较多的考验。所以，应当即开展农村文明乡风探究工作。
（一）研究背景 党的十九大报告中再三强调，农村、农业和农民问题与国计民生存在密切的关联性，应对三农问题提高重视，把乡村振兴战略有序落实下去 ① 。致力于让农业农村先行，践行生态宜居、治理有效、产业兴旺、生活富裕、乡风文明的总要求，着手对城乡融合发展政策体系和城乡融合发展体制机制构建，引领农业农村向现代化方向转型。毋庸置疑，乡村振兴是驱动农民精神文明进步的源动力，也是农村经济发展的有力支点，两者相辅相成，共同实现农村的现代化发展。乡村振兴战略下的乡风文明建设是乡村振兴的内核所在，同时也为乡村振兴不断输送高素质人才，丰富乡村振兴的建设主体，为乡村振兴的持续发展提供保障。因此，必须坚持和努力乡风文明建设,舍此无以谈乡村振兴。

2 （二）研究意义 1.理论意义 中国共产党在推动农村文明建设发展的同时，树立和凝聚了党对农村文明建设的责任意识：充分尊重农民的意愿激发内在动力：农村文明建设与农村经济协调发展；重视教育和卫生工作在改变传统方面的作用；以足够的历史耐心推进农村文明建设等基本经验。这些基本经验积累的物质和化学成果，是中国农村精神文明建设思想体系的重要组成部分。同时，全面系统地研究乡村振兴视角下的乡村文明建设，有助于完善我国乡村振兴思想理论和我国农业农村现代化发展思想理论，对丰富我国乡村精神文明思想体系具有理论意义。
2.现实意义 中国广大乡村地区与农民社会人群为中国特色社会主义现代化事业发展作出了巨大国家贡献，中华儿女任何但是都没有忘记农民与乡村。“民族要复兴，乡村必振兴”，这是党带领全体中国人民向第二个百年奋斗目标迈向世界的铮铮誓言。但在，改革开放 40 年多年来，中国区域经济领域发展拿到巨大成就，与之产生截然不同的则是山村在地域与人文上经常出现整体而言落寞的刮痕，少部分农民人民群众缺乏乡村文化一种自信。这说明肩负提升乡村精神文明水平重要使命的乡风文明建设工作虽有起到作用但未能物尽其用，乡村文化振兴国家成为了实现乡间文化复兴的突出问题，不仅如此也掣肘着乡村其他方面的文化复兴。特意，同步分析地研究乡村振兴战略下的乡风社会文明建设，具有为农村文化体系振兴、农业农村现代化不断发展提供高质量的现实意义。
（三）国内外研究现状 1.国外研究 在任何学习和工作中，“他者”一直有着举足轻重的作用，善于借助他人经验，是我们成功道路上的助燃剂。乡风文明建设也不例外，下面是国外一些学者的研究...
