NOTE These Instructions to TENDERERS(IT) will not be part of Purchase order and will cease to have effect once the Purchase Order is signed and issued. 注意：投标人须知不属于订购单的一部分，在签发订购单后失效。
A general 总体概况 IT1 Scope of Tender &Source of Funds 招标范围和资金来源 1.1scope of Tender 招标范围 C .E .O GENCO 一 II TPS GUDDU(hereinafter cabled "The Employer" wishes to receive tender for Hiring of Internationally reputed and experienced independent engineer(s) to determine the Benchmark Performance Parameters of Heat rate，Annual Availability. Dependable Capacity，Reliability and the baseline multi-year tariff of all blocks of Thermal Power Station，Cuddu CEO GENCO-II TPS GUDDU
（下文称为招标者）面向国际知名工程师，给 Guddu 热电厂机组的热容量，年可用小时数，可靠容量，安全性，多年费用基线等性能参数做评测。
1.2Source of Funds 资金来源 The Employer has arranged the funds from PEPCU"S own resources of Foreign Exchange allocated to G.M.(Thermal)for Hiring services for major overhauling. 招标人已得到隶属于通用公司的 PEPCO 公司的国际交易资金，用于付这次大修的服务费用。
IT2 Eligible Tenderers 投标资格 Tendering is open to all firms who are bona-fide Specialists consultants.The firm should have proper equipment and a team of qualified&experienced world renowned experts to carry out such services mentioned in SCHEDULE TO TENDER/SCOPE OF WORK.
本次投标面向本行业的各资深专家顾问，投标公司应拥有能提供在招标行程及工程范围里提到的各项服务的设备及资深专家团队。
IT3 Cost of Tendering 投标成本 The tenderer shall bear all costs associated with the preparation and submission of its tender and the Employer will in no case be responsible or liable for those costs，regardless of the conduct or outcome of the tendering process 投标人应承担在投标准备阶段及完成任务期间的相关费用，招标人在此期间不对这些费用负责。
b TENDER DOCUMENTS 招标文件 IT4 Contents of Tender Documents 招标文件内容
The Tender Documents are those stated below, and should be read in conjunction with any Amendment/Addendum issued in accordance with Clause IT6.1 招标文件内容如下，请结合条款 IT6.1 的修订方案及附录一下阅读。

IT5 Clarification of Tender Documents 投标文件澄清 5.1 A prospective tenderer requiring any clarification（s）
in respect of the Tender Documents may notify the Emplpyer’s address given here in below：
准投标人若需要投标文件澄清可以通过以下方式与招标人联系获取：
Chief Executive Officer,Genco 一 II TPS Guduu 一 Kashmore 5.2 The employer will respond to any request for clarification which it receives earlier than 15 days prior to the deadline for the submission of tenders.Copies of the employer‘s response will be for warded to all prospective tenderers，at least 7days prior to deadline for the submission of tenders，who have purchased the Tender Documents including a description of the enquiry but without identifying its source。
招标单位将会对在招标截止前 15 天索取投标文件澄清作出回应，招标文件或其复印件最迟将在投标截止前 7 天寄出。副本看老板的反应将提交给所有的人,发出的招标文件，包括描述了调查，但没有查明其来源。
IT6 Amendment of Tender Documents 投标文件的修改 6.1 At any time prior to the deadline for submission of tenders ，the employer may ，for any reason ，whether at his own initiative or in response to a clarification requested by a prospective tenderers， modify the Tender Documents by issuing an amendment 在提交标书最后期限前，业主可根据自己的意愿，或应回复潜在投标人的解释文件的要求，发布附录修改投标文件。
6.2 Any amendment thus issued shall be part of the Tender Documents pursuant to sub Clause6.1hereof, and shall be communicated in writing to all pursuant to the Tender Documents.Prospective tenders shall acknowledge receipt of each amendment in writing to the employer.
根据 6.1，对投标文件的任何修改仍属于投标文件并应按照与投标文件相关内容或格式载入。准投标人应以书面形式向招标单位表示已收到关于投标文件有所修改的通知。
6.3To afford prospective tenderers reasonable time in which to take an amendment into account in preparing their tenders ，the Employer may at its discretion extend the deadline for submission of tenders 考虑修改投标文件后时间有所变动，招标单位将会适当延长提交标书的截止日期。
C PREPARATION OF TENDERS 投标准备 IT7 language of tender 投标语言 7.1 the tender prepared by the tenderers and all correspondence and documents relating to the tender ，exchanged by the tenderer and the employer shall be written in the English language，provided that any printed literature furnished by the tenderers may be written another language so long as accompanied by an English translation of its pertinent passages in which case，for purposes of interpretation of the Tender ，the English translation shall be govern
招标过程的组织及相关文件的准备由招标单位提供，投标人与招标单位将用英语交流，投标人标书中的一些辅助文件或小册子可使用另外的语言，但与投标有关的段落要有英语译文。在标书翻译时，以英文为准。
IT8 documents comprising the tender 标书的组成文件 8.1The tender prepared by the tenderer shall comprise the following components：
投标人准备的标书应包括以下几部件
a． covering letter 附信 b. form of tender duly filled，signed and sealed 标书的正式填写，签署，密封格式
C. schedules to tender duly filled and initiated ，in accordance with the instructions contained therein 标书正式填写及生效的日程安排和其中包含的说明书
D. tender security 投标保证书 IT9 Sufficiency of Tender 投标的充分性 9.1 Each tenderer shall satisfy himself before Tendering as to the correctness and sufficiency of his Tender and of the rates and prices entered in the Price Schedule, which rates and prices shall except in so far as it is otherwise expressly provided in Contract/Purchase Order， cover all his obligations under the Contract/Purchase Order and all matters and things necessary for the proper Supply of Goods/Spares 每位投标人应该确保其标书的正确性及其充分性并接受费用预算表所确定的费率与价格，这些费率与价格不包括合同或订购单里明文规定的费率与价格，包括了投标人在履行合同或订购单里的义务和工程过程所需的一些必要物件及零件的费用。
9.2The tenderer is advised to obtain for himself at his own cost and responsibility all information that may be necessary for preparing the tender and entering into contract for execution of the work /supply of goods/spares. .
招标人应承担参加投标或在合同准备过程所需的一些费用。
IT-10 . Tender Price, currency of Tender.& Payment 标价，投标的支付货币
10.1 The tenderer shall fill up the Schedule of Price indicating the unit rates and prices of the goods to be supplied underline contract/purchase order. 对单价和总价未标明的项目，在工程中业主不予以支付，其价格视作已包括在工程量表中其他的单价、总价中。
. 10.2 Unless otherwise stipulated in the Conditions of Contract，prices quoted by the tenderer shall remain fix during the tenderers .performance of the Contract and not subject to variation on any account. 除非合同中另有明确规定，合同包括条款一所述全部工程，以投标人提供的项目单价和总价为基础。
IT-11Tender Security 投标保证
11.1 Each tenderer shall furnish, as part of his tender, a Tender Security in the amount equal to 2% of the Tender price in the form of Deposit at call or a Bank Guarantee issued by a Scheduled Bank in Pakistan in favour of the Employer valid for a period 30 days beyond the tender Validity date. 投标人应随其标书提交一份投标保函，金额不少于投标价格的２％。在标书生效 30 天前，以活期存款或以巴基斯坦预算银行作担保形式交到招标单位。
11.2 Any tender not. accompanied by an acceptable Tender Security shall be rejected by the Employer as non-responsive 任何未附可接受的投标保函的标书都将被招标单位拒绝 11.3 The .tender securities of unsuccessful tenderers will be returned upon award of contract to the successful tenderer or on the expiry of validity of Tender Security whichever is earlier. 不成功的标书的投标保函将尽快返还，不迟于标书有效期结束前。
11.4 The Tender Security of the successful tenderer will be returned when the tenderer has furnished the required performance Security. 成功的投标人的投标保函将在其开始进行工程和按要求提供履约保函后返还。
11.5 The Tender Security may be forfeited 投标保函在下列情况将失去 a. If a tenderer withdraws his tender during the period of render validity 投标人在标书有效期内撤标
b. In the case of a successful tenderer if he fails to：
成功的投标人未签约或未提供必要的履约保函 .
i. Furnish the required Performance Security. 提供所需的履约担保。
ii. Sign the Contract, Agreement/Acknowledgement of purchase order/service order. 签署合同、协议/确认采购订单/服务订单。
11.6 The Tender Security and Performance Security shall be furnished on non-judicial paper of value prescribed by the Govt. of Pakistan.
投标保证金和履约基金应按巴基斯坦政府所规定的非司法文件形式签署
IT-12.VALIDITY OF SIGNING AND SUBMISSION OF TENDERS 有效签署及提交标书 12.1 Tenders shall remain valid for the period of. 1 80 days after the date of Tender opening. 从特定的投标结束期起６个月内投标书保持有效且可供接受
12.2 In exceptional circumstances, the Employer may request the Tenderers to extend .the period of validity for a specific period The request and responses thereto shall be made in writing. A Tenderer may refuse the request without forfeiture of his Tender Security. A Tenderer agreeing .to. the request will not be required. or permitted. to modify his Tender, but will be required to extend the validity of his Tender Security for the period of all tension and in compliance with Clause IT-11 in all respect. 在特殊条件下，在原标书有效期结束前，业主或其代理人可要求投标人延长其标书有效期。业主的要求和投标人的答复均应是书面的形式。投标人可以拒绝这样的要求，且不会因此失去其投标保函。答应这样要求的投标人不得改动其标书，但被要求顺延其投标保函有效期。条款 IT11中有关投标保函的返还和失去的规定同样适用于延长期。
